1. Building a data- and AI-based tax management system
Identifying digital transformation as a central and continuous task, the Tax Department is gradually shifting from a traditional management model to smart governance based on data and digital technology. According to the Technology, Digital Transformation and Automation Department of the Tax Department, the implementation of the Tax System Reform Strategy to 2030 and Resolution 57-NQ/TW on national digital transformation has created a foundation for the Tax Department to form a centralized data ecosystem, interconnected with ministries, sectors, and localities.
To realize this goal, the tax sector is focusing on three major pillars: building a centralized big data system; connecting and sharing inter-sectoral data through open APIs; and implementing a Compliance Relationship Management (CRM) system, shifting strongly from a “management” mindset to one of “partnering with and serving” taxpayers.

According to Pham Quang Toan, Head of the Technology, Digital Transformation and Automation Department, the tax authorities will implement biometric authentication when registering to use electronic invoices on eTax Mobile.
When businesses register for a new service or change the information of their legal representative, the system will require facial authentication and compare it with the National Population Database. If the data does not match, the application will be rejected.
This solution is expected to curb the use of forged documents to establish “phantom” businesses, buy and sell invoices, or exploit leaked personal information to commit illegal acts.
According to the plan for 2030, the tax sector will continue to build a Big Data Center, applying AI and Machine Learning in transaction analysis, fraud detection, risk scoring, and management decision support.
The combination of big data, AI, and biometrics is expected to create a foundation for a modern, transparent digital tax ecosystem, contributing to a healthy business environment and sustainable digital economic development.

3. Assessing the Role of Accounting and Auditing in Tax Compliance Risk Management
